Meeting on Debureaucratization. Officials Warned of Personal Responsibility

In Kyrgyzstan, a meeting was held chaired by Adylbek Kasymaliev, the head of the cabinet of ministers and the president's administrator. The main focus of the meeting was on issues of debureaucratization in the public administration system, as reported in a press release from the KR cabinet.

Kasymaliev emphasized the priority areas of work in this sphere, including providing citizens with quality and accessible services, as well as improving the business climate.

According to the chairman, significant work has already been done in this direction by 2025. The debureaucratization process takes place in several stages: at the first stage, attention is given to central government bodies, where procedures for businesses and citizens are simplified, electronic interaction between agencies is expanded, and duplicative functions and excessive barriers are eliminated. The second stage will focus on the regions, where reforms aimed at increasing the efficiency of local governance and reducing bureaucracy are planned, which, in turn, will improve conditions for doing business. “If unnecessary requirements and long decision-making times persist at the district and city levels, then reforms at the central level will not achieve the desired results,” he emphasized.

The head of the cabinet noted that the most important stage of the reform is now transitioning to the regional level. Each akim and local leader will be responsible for the quality of their duties. Local authorities have been tasked with eliminating duplicative functions, reducing decision-making times, and timely addressing issues.

Additionally, there is a task to reduce bureaucratic barriers for businesses, including shortening the time for issuing permits and approvals, as well as ensuring the effective functioning of the "Single Window" principle, which implies the justification and transparency of inspections within the framework of legislation.

“The state should be perceived not as a controller but as a partner for business. In each region, a direct and open dialogue with entrepreneurs must be established,” he added.

“When difficulties arise, the entrepreneur must clearly know who is responsible for resolving the issue and within what timeframe this will be done. Local authorities should not only be in offices but also in the real economy,” noted Kasymaliev.

He also emphasized that digitalization is a key tool for debureaucratization. It is important to actively use digital technologies at both the central and regional levels.

The pilot project will involve:

- 2 cities: Tokmok and Naryn;

- 3 districts: Nookat, Batken, and Tyup;

- 2 regions: Jalal-Abad and Talas.

During the meeting, reports were also heard on the progress of measures for debureaucratization aimed at optimizing the regulatory framework and simplifying administrative procedures, as well as information was presented on planned actions for institutional support of debureaucratization measures at the local level, including coordination between central and local authorities and determining further steps to ensure sustainable reforms.

As a result of the meeting, instructions were given to the heads of state and local authorities.

As part of the further implementation of the reforms, the National Institute of Strategic Initiatives, together with the Ministry of Justice of the Kyrgyz Republic, will conduct systematic work with local authorities.
