Two Initiatives for 100 Days: The Cabinet Will Simplify Customs Procedures and Medical Examinations

During a meeting held by the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, with the participation of heads of state agencies and authorized representatives of the president in the regions, the most important tasks for the beginning of the year were discussed.

Kasymaliev emphasized the need for a clear definition of priorities and concentration of efforts to achieve strategic goals, including ensuring sustainable development, maintaining economic growth rates, improving the welfare of citizens, and strengthening trust in state institutions. He stressed that successful implementation of these tasks requires high organization and coordinated teamwork.

Within the framework of this meeting, two initiatives were proposed, which will be implemented under the "Government Accelerators" program within 100 days. Kasymaliev noted that these are long-term measures, each of which will have clear goals, specific indicators, and designated executors with established deadlines.

The first initiative aims to simplify the process of identifying goods during customs clearance for participants in foreign economic activity, which is part of the plans to create a regional hub in accordance with the National Development Program until 2030.

According to Kasymaliev, the lack of a unified digital mechanism and the need to contact multiple agencies lead to delays in procedures exceeding 14 days. In 2024, 14,785 permits were issued, and in 2025, already 16,314, indicating an increasing burden on the system and negatively affecting logistics and business costs.

To address this issue, it is necessary to implement a "single window" mechanism, which will include a centralized digital tool, automatic distribution of applications, and a transition to electronic inter-agency interaction, noted the chairman of the cabinet.

He also added that a legal deadline for providing clarifications on goods will be established – no more than three working days with digital monitoring of compliance.

The second initiative concerns simplifying medical examinations for conscription-age individuals.

Kasymaliev stated that medical examinations, which are mainly conducted at military enlistment offices, deteriorate the quality of assessments and create additional burdens on the healthcare system. Every year, about 180,000 people undergo examinations, among which about 50,000 are conscripts. For the work of military medical commissions, 34% of specialized doctors across the country are diverted for up to 9 months.

The reform envisions the creation of a unified electronic registry, the transfer of medical examinations to primary healthcare organizations, the introduction of targeted notifications through the mobile application "Tündük," and the complete digitization of medical examination results, noted the head of the cabinet.

A pilot project will be launched in the Alamudun district, covering about 700 conscription-age individuals, with subsequent scaling to the entire republic.

In conclusion of the meeting, Adylbek Kasymaliev emphasized that heads of state agencies bear personal responsibility for the quality and timely implementation of these initiatives.
