The document has become part of the implementation of the National Development Program of the Kyrgyz Republic, which was approved by a presidential decree. It outlines the key areas of socio-economic progress for the country and includes about 900 activities aimed at achieving high goals.
Among these goals are maintaining an average annual real GDP growth rate of 8 percent, achieving a gross domestic product of at least $30 billion, and increasing GDP per capita to $4,500.
Also among the set tasks is the aim for the country to be among the top thirty in terms of achieving the Sustainable Development Goals and improving its position in the Human Development Index ranking by 10 points.
Four key areas are outlined in the National Program: industrialization, the creation of a regional hub, the development of agriculture and tourism, and the transition to green energy.
Industrialization involves the creation of a national fund, the launch of pilot industrial clusters, the development of technoparks and innovation centers, as well as the implementation of preferential lending mechanisms for businesses that invest in energy-efficient technologies.
The "regional hub" direction includes extensive infrastructure projects, which include:
- modernization of highways and border points "Torugart" and "Irkeshtam";
- construction of the international highway Barskoon — Uch-Turfan — Aksu;
- completion of the railway project China — Kyrgyzstan — Uzbekistan;
- creation of new logistics and trade-industrial complexes.
Regarding agriculture and tourism, the plan includes the development of full-cycle enterprises in animal husbandry, expansion of organic farming, construction of agro-logistics centers, digitization of water resource management, and the development of tourism clusters that consider eco-tourism, medical, and sports tourism.
Particular attention is given to green energy, which includes projects for the construction and launch of small and large hydropower plants, the development of energy cascades, modernization of power transmission lines and substations, as well as the upgrading of existing hydropower plants.
The government emphasizes that the implementation of this Action Plan will ensure sustainable economic growth, improve the living standards of citizens, and help achieve the strategic development goals of the country by 2030.
