
The Ministry of Economy and Commerce has presented a draft order that introduces a unified methodology for developing master plans for growth poles. This document aims to create an effective and standardized system for regional development planning until 2030.
Standardization of Regional Planning
The agency emphasizes that the need for this methodology is driven by the implementation of the Action Plan for the Creation and Development of Growth Centers for 2025–2030, which was approved by the Cabinet of Ministers' resolution No. 81 on February 20, 2025.
Master plans are the primary tool for determining the development trajectories of regions. The new methodology will allow for accurate assessment of regional potential, justification of investment decisions, and ensure consistency in state planning.
What is a Master Plan?
A master plan is a strategic document that defines the directions of socio-economic and spatial development of a specific territory. It is developed taking into account regional development programs and urban planning documents, including general plans.
This document includes:
- priorities and goals for the development of the territory,
- a list of key projects and activities,
- mechanisms for interaction between the state, business, and local communities.
The master plan should serve as the foundation for coordinated and structured development of growth poles.
Content of the New Methodology
The methodology establishes standardized stages for preparing master plans and requirements for their content. The main functions of the new methodology include:
- unification of approaches to design and planning,
- orientation of regions towards achieving strategic development goals,
- improvement of the quality of investment analysis and project prioritization,
- clear distribution of roles and responsibilities among government agencies at all levels,
- enhancement of the practical applicability of the developed documents.

The adoption of this order is expected to:
- bring territorial planning to unified standards,
