The goal of the program is to achieve eight key benchmarks, including economic and social indicators, as well as improving international rankings.
Key benchmarks include:
- ensuring an average annual GDP growth of 8%;
- achieving a total GDP of at least $30 billion;
- increasing GDP per capita to $4,500;
- entering the top 30 countries in the implementation of the Sustainable Development Goals;
- improving Kyrgyzstan's position in the Human Development Index by ten positions.
IndustrializationWithin the framework of industrialization, the following measures are planned:
- creating a national fund for industrial development;
- developing mechanisms for preferential lending for enterprises implementing energy-efficient technologies;
- organizing pilot clusters in industrial sectors;
- creating technological hubs (tech parks, innovation centers, business incubators) and other initiatives.
- expanding road networks and modernizing infrastructure at the "Torugart" and "Irkeshtam" border crossings;
- constructing the international road Barskoon – Uchturfan – Aksu;
- completing the construction and launching the railway China – Kyrgyzstan – Uzbekistan;
- implementing the Kyrgyz-Kazakh industrial trade-logistics complex near the "Ak-Tilek" and "Karasu" checkpoints;
- commissioning the "Bedel" checkpoint and other measures.
- creating full-cycle enterprises in livestock farming using specialized feeding lots;
- increasing areas for organic farming to 202,000 hectares by 2029;
- supporting domestic producers in bringing products to international standards;
- implementing the project for class A agro-logistics centers;
- introducing automated water resource management systems;
- attracting major hotel chains and developing infrastructure in the regions;
- repairing roads leading to tourist sites;
- forming tourist clusters with developed infrastructure and logistics, including eco-tourism, medical and sports tourism.
- implementing projects for the construction of hydropower plants "Kulanak", "Kulanak-2", the Upper Naryn cascade of hydropower plants, the Sary-Jaz cascade of hydropower plants, and the cascade of hydropower plants on the Chatkal River;
- carrying out key stages of construction for the Kambar-Ata HPP-1, the Kazarman cascade of hydropower plants, and the Suusamyr-Kokomerene cascade of hydropower plants;
- constructing the 500 kV power transmission line "Kemin - Balykchy" and other lines, including the modernization of substations;
- reconstructing and modernizing existing hydropower plants;
- creating traditional energy blocks and other systems to ensure reliable capacity in the energy system.
