On November 25, joint consultations were held in Bishkek, organized by the Cabinet of Ministers in collaboration with international organizations, diplomatic representatives, UN agencies, civil society, and the private sector. These meetings were a continuation of discussions that took place at the Second World Summit on Social Development, which was held in early November in Doha.

According to a press release from the Cabinet, the event was attended by heads of ministries, including the ministries of education, health, labor and social protection, migration, finance, and economy. They presented relevant national priorities and discussed ways to further strengthen human capital and improve social policy. Participants emphasized the importance of coordinated actions by all agencies to achieve the tasks outlined at the summit in Doha, as well as to meet the goals of the National Development Program until 2030.

Deputy Chairman of the Cabinet Edil Baisalov stressed that the political declaration adopted in Doha fully aligns with the government's work direction. He noted: “We will use all available national and international resources to enhance the level of social protection, education, healthcare, and decent work. Our main task is to improve the quality of life and well-being of the population, which is clearly outlined in the National Development Program until 2030.”

According to the Cabinet, the Second World Summit on Social Development, which took place in Doha from November 4 to 6, 2025, reaffirmed global commitment to the principles of human dignity, social inclusion, and sustainable development. The decisions made within the framework of the Doha Declaration, as well as the National Development Program until 2030 and the UN Sustainable Development Cooperation Framework (UNSDCF) for 2023–2027, create an integrated platform for the development of human capital, decent employment, social systems, and the transition to a "green" economy with the guarantee that no one will be left behind.
