According to information provided by the city administration, the social policy aims to improve living conditions for citizens, especially for those belonging to low-income groups. The program is focused on protecting their basic rights and creating opportunities to enhance their well-being. The main goal of this program is to systematize and optimize support measures, with an emphasis on the individual needs of families and citizens who find themselves in difficult life situations.

The program includes a number of activities aimed at improving the provision of social and educational services, their effectiveness, targeting, and accessibility. It also provides for further development of urban infrastructure for various population groups.
Specific initiatives of the program include:
- the establishment of a center for children in conflict with the law;
- strengthening the system for preventing neglect;
- identifying families with children in difficult life situations through door-to-door visits and raids;
- improving the quality of services for children affected by violence;
- implementing an early intervention program for children with disabilities;
- developing inclusive education in schools;
- realizing multilingual and inclusive education;
- increasing reading activity among the population and other initiatives.
In addition, the program also covers:
- providing reintegration services for the homeless;
- identifying a site, designing, constructing, and equipping a rehabilitation center for the homeless with 200 places;
- social and rehabilitation services for the homeless;
- support for the elderly and other vulnerable categories of citizens.
After the official adoption of the program, a roadmap for its implementation is planned to be developed.
The project was supplemented by the socio-economic development program of Bishkek for 2026-2028, with a total funding requirement of approximately 20.4 billion soms.
