Adylbek Kasymaliev announced a large-scale salary increase for budget employees
At the plenary session of the Jogorku Kenesh, the Chairman of the Cabinet of Ministers of Kyrgyzstan, Adylbek Kasymaliev, presented the main parameters of the budget for 2026 and announced a significant increase in salaries in the public sector.
Moreover, Kasymaliev emphasized the key aspects of the National Development Program of the Kyrgyz Republic until 2030.
The head of the Cabinet noted that the planned salary increase in 2026 will be the most substantial since 2022.
He reminded that in 2025, salary increases were already implemented for certain categories of public sector employees, including technical and junior staff, civil servants, as well as employees of law enforcement agencies and scientific institutions. In particular, salaries for employees of the Tax and Customs Services, judges, the Prosecutor General's Office, and the Central Election Commission were raised.
“From April 1, 2026, the salaries of teachers, doctors, social protection workers, cultural and sports workers, as well as technical and junior service staff will be increased by at least 50%. From September 1, 2026, allowances for state and municipal employees, who do not belong to the category of civil servants, as well as for technical and junior service staff, will be increased up to 50%, including civilian employees of law enforcement agencies,” Kasymaliev reported.
He presented the National Development Program of the Kyrgyz Republic until 2030 as a strategic plan for the long-term growth of the country. The program includes the following key goals:
— GDP per capita — 4,500 dollars;
— Total GDP — over 30 billion dollars;
— Average annual economic growth rate — 8%;
— Kyrgyzstan's entry into the list of the 30 leading countries in the world in sustainable development.
In conclusion of his speech, Kasymaliev noted that achieving these goals requires coordinated work from all branches of government and civil society, emphasizing that only through joint efforts can the set tasks be accomplished.
As a result of the meeting, the following reports were adopted:
1. Report on the execution of the budget for 2024;
2. Amendments to the budget for 2025;
3. Draft laws on the budget for 2026 and the planning period of 2027–2028.
