As part of the program operating from 2020 to 2025, the government has provided guarantees for 18 economic entities totaling 30.8 billion soms. This was announced by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev during a meeting of the Jogorku Kenesh.
According to him, 9.5 billion soms in interest-free loans were issued to small and medium-sized enterprises through 12 banks, which allowed attracting 11,860 borrowers.
“In 2025, a special project to support small and medium-sized businesses was launched, which provides for the issuance of 500 million soms in loans at a preferential interest rate of 12%. In addition, a register of conscientious taxpayers was created. Companies included in this register are exempt from scheduled inspections and have access to VIP services from government agencies,” he noted.
Kasymaliev emphasized that the business sector has shown significant growth.
“According to the results of the first nine months of 2025, the growth of gross value added created by small and medium-sized enterprises amounted to 46% and reached 641 billion soms. The share of SMEs in the gross domestic product increased from 42.6% to 51.7%. The total number of enterprises in the country amounted to 20.3 thousand, of which 616.9 thousand are active business entities,” he added.
Kasymaliev also reported on the implementation of 12 reforms within the framework of the government accelerator program aimed at improving the business environment. These measures significantly simplified the process of obtaining licenses and permits, as well as the paperwork in the field of construction and land transformation.
