Adylbek Kasymaliev presented the results of two key reforms in the field of digitalization of medicine and business simplification.

One of the reforms was the improvement of access to guaranteed medical services for citizens, which is directly related to the effectiveness of the implementation of the State Guarantees Program in the healthcare sector. Despite the fact that the program has been in existence for a long time and provides each citizen with a guaranteed volume of medical services funded by the state, its effectiveness remained in question due to low public awareness and the lack of a convenient tool for obtaining information.

To address this issue, within the framework of the 100-day cycle of the "Government Accelerators" program, a digital service called "Right to Health" was launched. Now, more than 5.2 million citizens, which accounts for over 70% of the population insured under mandatory health insurance, can quickly and easily obtain information about their medical rights and available services. Access to the service is provided through the mobile application "Tündük," eliminating the need to study complex documents and lengthy consultations with specialists — personalized responses are now available in just one minute.

“This step is an important achievement for digital Kyrgyzstan and creates a significant impetus for the development of healthcare, making medical services truly accessible to the population,” noted Adylbek Kasymaliev.

The second area discussed was the simplification of the re-registration procedures for individual entrepreneurs and the transition of key processes to an electronic format. It was emphasized that improving the quality of public services and creating comfortable conditions for the development of small and medium-sized businesses are priorities of state policy.

Previously, entrepreneurs faced the necessity of personal visits to tax authorities even for making minor changes to their registration data. For example, changing a phone number or email address, altering the type of economic activity, or changing the legal address required submitting a paper application and visiting the office. This took them 2-3 hours for each procedure, and in the case of changing the legal address to another district, the process became more complicated, requiring visits to the tax authorities of two districts.

“Today we can confidently say that this obstacle has been removed. Within the framework of the 'Government Accelerators' program, the main re-registration procedures for individual entrepreneurs have now been fully transitioned to an online format through the 'Taxpayer Cabinet',” noted Adylbek Kasymaliev.

As a result, the time for submitting applications has been reduced from 2-3 hours to just 5-10 minutes, completely eliminating the need for personal visits to the tax authority.

In conclusion, the Head of the Cabinet of Ministers emphasized that the results of the reforms testify to the targeted work of government agencies on the digitalization of services and the creation of comfortable conditions for the lives of citizens and the conduct of business in Kyrgyzstan.
