According to the minister, the agro-energy sector covers a third of the population, which is about 2.4 million people, out of a total of 7.2 million employed in the agro-industrial complex.
Torobaev emphasized that the future of agriculture depends not only on traditional fields and farms but also on the use of digital platforms, data, and information technologies.
The minister noted that the efficiency of farmers, processors, and exporters is directly related to the convenience and speed of obtaining government services, which in turn affects the development of the entire industry.
During the analysis of the ministry's work, it was found that out of 27 key government services, only three are fully automated. Among the leaders in digitalization was the Department of Fisheries, where the process of obtaining documents for fishing and organizing fish farms has been transferred to an electronic format.
In this regard, the ministry conducted an analysis of all government services, creating a map of the main processes for each direction, including information on where services are fully automated, where they are partially used, and where work with paper documents is still required.
"Previously, revenues from the sale of fishing tickets amounted to about 2 million soms per year, and in the first 10 months of this year, they increased to 11 million soms. This is a significant success: growth from 2 million to 11 million soms," the minister reported.
Additionally, Torobaev noted that the Department of Chemicalization, Plant Protection, and Quarantine has implemented a pilot system allowing for the electronic issuance of phytosanitary documents with integration with systems from other countries.
A pilot mode of electronic document management has also been introduced in the Department of Plant Protection and Quarantine, allowing for the issuance of phytosanitary documents in digital format.
According to the minister, it is planned to complete the digitalization of pesticide and agrochemical registration by the end of the year. "This will ensure transparency in imports, improve product quality, and expedite the process of issuing permits for entrepreneurs, which is extremely important for us," he added.
"Farmers heavily depend on fertilizers and pesticides. Their absence leads to reduced yields and decreased incomes. Therefore, we have a lot of work to do in this area," Torobaev explained.
