Renewal of the breeding plant. The breeding plant will be completely restored. The production facilities will be modernized, and livestock complexes will be equipped with automated systems and modern digital technologies. As part of these activities, the plant received a grant from the World Bank in the amount of $2.2 million for repairs and the purchase of equipment. In 2026, the purchase of 200 breeding calves is planned.
Increase in mechanization. Mechanization of agriculture will be expanded through machine-tractor stations (MTS), making technical services more accessible and of higher quality for farmers. This will reduce costs and the cost price of products. In the first 10 months of 2025, farmers were provided with 2,069 units of equipment on lease for a total of 7.2 billion soms.
Launch of the "Meat Cluster". A pilot project will begin to create 10 clusters covering the chain from production to processing and sales. The clusters will receive preferential loans with an interest rate of 3 percent.
Modernization of livestock processes. A feeding site for 500 heads and an international-level complex for 5,000 heads is planned to be created based on the "Elita" branch.
Digital transformation. The programs "Farmers' Registry," "30+20+10," RUAR passport, and GFSU rental platform will be integrated into a single system. Starting in 2026, government services will be provided exclusively in online format. Bakyt Torobayev cited the example that after the implementation of the "Fishing Ticket" system, revenue increased from 2.65 million to 11.86 million soms over 9 months of 2025.
