A new subparagraph in the document establishes the "Procedure for Conducting State Quarantine Phytosanitary Control (Supervision)" (Appendix 5).
This procedure defines universal rules for organizing and conducting inspections, examinations, sampling, as well as applying control measures concerning quarantine products, vehicles, and wooden packaging.
Control will be carried out during the import, export, and transit of quarantine products, as well as during their internal circulation and storage, certification for export, and examination of vehicles and packaging materials. Within this framework, the use of a phytosanitary risk management system (PRMS) is provided to determine the level of risk and intensity of control.
The document also describes the norms for delegating inspection (examination) to another official if the cargo is located at a distance, with mandatory recording of this delegation in a special log.
Requirements for preparing for control include checking documents, comparing data with the actual characteristics of the cargo, assessing storage conditions, as well as mandatory photo and video documentation of actions during opening, sampling, and other procedures.
If signs of contamination are detected during the inspection, samples must be sent to a laboratory, which will conduct research within no more than three working days. Based on the results obtained, a decision will be made regarding the release/issuance of a certificate, treatment, processing, destruction, or return of the product.
The resolution comes into force 7 days after its official publication. It was published in the newspaper "Erkin Too" on February 6, 2026 (No. 8).

PROCEDURE
for conducting state quarantine phytosanitary control (supervision)
Chapter 1. General Provisions
This procedure (hereinafter - Procedure) establishes uniform rules for organizing and conducting inspections, examinations, sampling, and applying control measures concerning quarantine products, vehicles, and wooden packaging under the control of the authorized body for plant quarantine of the Kyrgyz Republic (hereinafter - authorized body).
The purpose of the Procedure is to ensure the uniformity of phytosanitary control procedures, enhance the effectiveness of detecting quarantine pests, and comply with the international obligations of the Kyrgyz Republic within the framework of the Eurasian Economic Union (EAEU) and the International Convention on Phytosanitary Measures.
The development of the Procedure was carried out in accordance with the Law of the Kyrgyz Republic "On Plant Quarantine," decisions of the Council of the Eurasian Economic Commission in the field of phytosanitary measures, as well as other regulatory acts of the EAEU and the Kyrgyz Republic.
The Procedure is mandatory for execution by all officials of the authorized body involved in phytosanitary control and certification, and it is also applied in interagency cooperation with other state bodies.
The Procedure applies in the following cases:
1) during the import, export, and transit of quarantine products;
2) during the internal circulation and storage of quarantine products;
3) during the certification of products for export;
4) during the examination of vehicles and packaging materials.
The Procedure uses basic concepts and definitions, such as:
inspection (examination) act - a document drawn up by an official of the authorized body based on the results of the conducted inspection (examination) of quarantine products, vehicles, and packaging materials.
The act records the purposes and location of the inspection, identified violations or signs of contamination, measures and decisions, as well as the signatures of the official and the representative of the product owner.
The act is drawn up in written or electronic form and registered in the internal information system;
examination of quarantine products - inspection of quarantine products to identify the presence or absence of quarantine objects and to check compliance with phytosanitary requirements;
wooden packaging material - containers and other elements made of wood subject to international phytosanitary requirements;
inspection (visual examination) of quarantine products and vehicles - visual examination at checkpoints to identify quarantine objects;
vehicles - vehicles used for transporting quarantine products;
PRMS - phytosanitary risk management system that determines the risk category and intensity of control.
Chapter 2. Organization of Conducting Inspections (Examinations)
Inspections (examinations) are carried out by officials of the authorized body designated to perform control activities in accordance with their official duties.
If a batch of quarantine products is located at a significant distance from the location of the official processing the application for the issuance of a phytosanitary certificate, delegation of the inspection (examination) to another official closer to the location of the product batch is permitted.
Delegation is recorded in a log containing information about:
1) the date and time of the delegation;
2) the application number;
3) the names and positions of the persons delegating and receiving the assignment;
4) the address of the cargo batch;
5) the type of delegated activity;
6) the time and date of the transfer of results.
The official receiving the delegation is responsible for carrying out the inspection (examination), the accuracy of the data, and the timely transmission of results.
The results of the inspection (examination) are transmitted to the person responsible for issuing the phytosanitary certificate by any available means, followed by the entry of information into the delegation registration log.
The responsibility for maintaining and updating the log lies with the territorial management of the authorized body.
Regular checks of the records are conducted by the head of the territorial management at least once a quarter.
The results of the checks are documented in a memo or internal control act.
Inspection (examination) of quarantine products is carried out:
1) at phytosanitary control posts;
2) at storage, processing, production, and shipping locations;
3) at temporary storage warehouses and quarantine sites;
4) at enterprises and cargo consolidation points.
Inspection (examination) during phytosanitary certification is conducted on-site at the location of the batch of quarantine products. If presenting the batch is difficult or impractical, the procedure may be conducted on-site.
Expenses related to the on-site inspection are borne by the owner (representative) of the cargo.
Imported quarantine products are subject to control in conjunction with other state bodies at border crossing points, preventing duplication of procedures.
Chapter 3. Preparation for Conducting Inspections (Examinations)
When importing products from third countries, the batch must be registered in the "Preliminary Notification" system of the authorized customs service.
When moving products from EAEU countries, the official uses preliminary information about the batch obtained through electronic exchange of phytosanitary certificates.
Before starting the inspection (examination), the official conducts a documentary check, including:
1) checking the availability and authenticity of all documents;
2) comparing information in the documents with the actual characteristics of the batch;
3) establishing the presence of active restrictions on import or export;
4) checking compliance with the phytosanitary requirements of the importing country;
5) determining the category of phytosanitary risk based on the risk management system;
6) visually assessing storage conditions and the integrity of packaging.
In the absence of documents or doubts about their authenticity, the official:
1) in the case of export halts certification;
2) in the case of import suspends the release of products until the circumstances are clarified;
3) notifies the territorial management.
The inspection (examination) is conducted in an equipped area, adhering to the following conditions:
1) sufficient lighting and ventilation;
2) availability of inspection tools;
3) personal protective equipment;
4) photo and video equipment.
The products must be arranged to ensure free access to the entire batch of cargo.
The cargo owner is obliged to create the necessary conditions for control, including lighting and access to equipment.
All actions, including opening and sampling, must be accompanied by photo and video documentation.
Chapter 4. Inspection (Examination) of Vehicles
The inspection (examination) of vehicles aims to prevent the introduction of quarantine pests and ensure compliance with established phytosanitary requirements.
The inspection includes a visual check of:
- the body, container, floors, and other elements of the vehicle;
- the cleanliness and sanitary condition of all surfaces;
- the compliance of data about the vehicle with the information in the documents.
Identified contaminations must be immediately eliminated at the expense of the vehicle owner.
Chapter 5. Inspection (Examination) of Quarantine Products
The purpose of the inspection is to identify signs of contamination and violations of storage conditions.
The inspection is conducted following the principles of:
1) objectivity and traceability;
2) visual inspection without damaging the products;
3) in case of suspicion of contamination, sampling of micro-samples is allowed;
4) inspection in gloves with a ban on direct contact with the products.
The stages of the inspection include:
1) checking documents and comparing data;
2) visual inspection of packaging and labeling;
3) inspection of contents without opening the packaging.
Seeds and planting material:
1) are subject to mandatory examination;
2) the check includes assessing purity and the presence of pests;
3) sampling is carried out in accordance with GOST requirements;
4) until receiving the laboratory conclusion, the batches are detained;
5) in case of confirmed contamination, measures are taken for destruction or return.
Wood and packaging:
1) the presence of IPPC marking is checked;
2) surfaces are inspected for contamination;
3) without marking or in case of contamination, the material is subject to destruction.
Cereal crops are assessed for the presence of pests and impurities. Fruits and vegetables are checked for damage and storage conditions. Plant feeds are checked for purity and the presence of residues. In case of non-compliance with the phytosanitary certificate, the products are subject to import prohibition until violations are rectified.
The results of the inspection are recorded in an act, which is issued to the owner and stored in the archive for at least three years.
Chapter 6. Documenting Results
The results of the inspection, sampling, and laboratory research are documented in established forms.
Documentation must ensure transparency of actions and traceability of procedures.
All documents are registered in the internal system with a unique number.
Scans of originals, photo, and video materials are attached.
Electronic versions of documents are stored indefinitely, paper versions for no less than three years.
Archived documents are destroyed after the storage period expires.
The territorial management submits a consolidated report on conducted inspections monthly.
In case of detection of quarantine objects, the management informs the authorized body for action.
At the end of the year, an analytical report on phytosanitary risks and control results is formed.
The results of the analysis are used to improve the regulatory framework.
To the Procedure, documents and tools for systematizing control are attached:
1) inspection act form;
2) delegation registration log;
3) directive form;
4) label for the safe package;
5) list of equipment for sampling at control points.

Based on the inspection of quarantine products and the inspection of the transport vehicle, a
decision was made: to refuse/issue FSS/conduct an examination/send for disinfection.
Guided by GOST 12430-2019 "Plant Quarantine. Methods and Standards for Sampling
Quarantine Products," inspections of quarantine materials and sampling of average
samples (probes) were conducted to establish the quarantine phytosanitary status:
