This measure is aimed at minimizing corruption risks associated with the conduct of auctions for the use of subsoil resources.
In accordance with the new temporary regulation, the document flow between auction participants, its organizer, and the technical operator will be carried out through the official electronic auction portal. This includes the use of electronic documents, as well as samples scanned from paper carriers and signed using an electronic digital signature (EDS).
The process of granting rights to use subsoil resources through electronic auctions will be carried out for specific subsoil plots, the registry of which is formed and approved annually by the auction organizer.
The Ministry of Natural Resources, Ecology, and Technical Supervision has been tasked with:
- implementing a pilot project for conducting electronic auctions for the right to use subsoil resources from the moment this resolution comes into force until September 30, 2026.
The resolution will come into force 15 days after its official publication.
