In the Chuy region, a case of illegal privatization of a water facility has been discovered. This concerns the daily regulation reservoir (DRR) located in the Issyk-Ata district, which is under the jurisdiction of the Ministry of Water Resources, Agriculture, and Processing Industry and Melioration of the Kyrgyz Republic.
This reservoir was transferred to the balance of the agricultural production cooperative "Pakhary" on November 30, 1999, based on a transfer act, which was done illegally. Subsequently, in 2021, according to decision No. 28 of the head of the Ivanovsky ayil okmotu of the Issyk-Ata district, this facility was again returned to the ownership of the SPC "Pakhary," which was formalized by a state act of private ownership.
However, as a result of the operational investigative measures conducted, the reservoir that was illegally privatized was returned to state ownership.
For reference: The daily regulation reservoirs were actively constructed during the Soviet era to provide irrigated water for agricultural lands. Their main function is to accumulate water during periods of excess (for example, in winter or during rains) and subsequently use it during droughts.
