Children of Heroine Mothers to Receive 50% Discount on Education

A draft resolution has been presented in the Jogorku Kenesh, which provides for the granting of a state educational benefit for the children of women awarded the "Batyr Ene" order.

According to this document, children of heroic mothers will receive a 50% discount on tuition fees for contract-based education in higher educational institutions of Kyrgyzstan. This benefit applies to all educational institutions, regardless of their ownership or departmental subordination, and is applicable when obtaining the first higher education.

The draft resolution states that the cabinet of ministers is obliged to develop the necessary regulatory acts and establish the procedure for granting this benefit. The Ministry of Science, Higher Education, and Innovations has been tasked with creating a mechanism for implementing the discount and keeping track of its recipients.

The explanatory note emphasizes that mothers with the title "Batyr Ene" make a significant contribution to demographic stability and the upbringing of future generations. As of the beginning of 2026, the status of "Batyr Ene" has been awarded to 31,302 women.

The deputies who proposed this initiative emphasize that large families face a high financial burden, and the cost of education, ranging from 29,500 to 288,500 soms per year (in some institutions, up to $7,500), significantly limits children's access to higher education.

According to the authors of the initiative, the introduction of this benefit will be an important step in social support and an investment in the training of qualified specialists.

Control over the implementation of the resolution is expected to be assigned to the relevant committee of the Jogorku Kenesh.
