Family as a Priority: Kyrgyzstan Strengthens Prevention of Social Risks

Recently, a memorandum was signed in Bishkek, which includes the Ministry of Labor, Social Protection and Migration of the Kyrgyz Republic, the public fund "League of Child Rights Defenders," and the Mother’s Home International Foundation. This step is considered significant for strengthening the system of assistance to families and children, as the document emphasizes the prevention of social risks, support for family-based upbringing, and the expansion of assistance to women in crisis situations.

Deputy Minister of Labor, Social Protection and Migration Ainura Orozbaeva told 24.kg about how these initiatives will be implemented and what changes are expected in the social sphere.

From Response to Prevention

Ainura Orozbaeva emphasized that the memorandum has strategic significance as it elevates cooperation to a new level.

“We are moving from responding to emerging problems to their timely prevention. This implies the creation of a unified platform where government bodies, public organizations, and international partners will work in coordination. Such an approach allows for the establishment of a continuous chain of assistance — from identifying problems to comprehensive support for families, which simplifies access to support for citizens,” she noted.

The Deputy Minister also highlighted the importance of early detection of family crises.

“Economic difficulties, psychological stress, and the threat of losing housing are signals that must be responded to immediately. Providing early assistance can prevent serious consequences and reduce the burden on the social protection system in the long term,” she added.

Professional Development of Social Workers

One of the priority areas will be improving the training of specialists in the social sphere.

“The quality of social services provided is directly related to the level of training of workers. We focus on implementing new educational programs, developing inter-agency cooperation, and sharing experiences with international partners. A modern social worker must consider the situation as a whole, including psychological, social, and legal aspects. This approach increases citizens' trust and the effectiveness of decisions made,” explained Ainura Orozbaeva.

The "Ene üyi" Project: A Model of Integrated Assistance

An important place in the prevention system is occupied by the "Ene üyi" ("Mother's Home") project, which is implemented with the support of the Mother’s Home International Foundation.

The center provides women with a safe space and comprehensive services, including psychological assistance, legal consultations, medical support, and temporary housing. According to Orozbaeva, it is this integrated approach that helps not only to address current problems but also to preserve the family as the primary environment for a child's development.

Particular attention is paid to preventing the abandonment of newborns, which is a pressing social issue.

“Assistance at the most vulnerable moments of life allows not only to save the child but also to secure the future of the family. Often, abandonments occur due to fear, isolation, and lack of support. When a woman receives help and sees prospects, the likelihood of keeping the child significantly increases,” believes the Deputy Minister.

Kyrgyzstan, according to Ainura Orozbaeva, is consistently developing a model of preventive social policy and actively cooperating with partners.

“Openness to partnership is one of the main advantages of Kyrgyzstan's social policy. Experts believe that systemic support for families will help reduce the level of social orphanhood by addressing its root causes. The faster assistance is provided, the lower the likelihood that a child will end up outside the family. Ultimately, new measures should help women regain confidence and emerge from crises without losing their families and dignity. For children, this will create the opportunity to grow up in a safe and loving environment, which is the foundation of a stable and healthy society,” she concluded.

The signed memorandum is not just a document of cooperation but an important step in a long-term strategy to strengthen the institution of the family and develop preventive social policy. This approach, according to the Deputy Minister, not only addresses current issues but also forms a sustainable support system for future generations.
