Deputy Aidar Kamalov demanded that representatives of the municipal administration provide a report on the grounds and timing of the establishment of this institution.
Maksat Orozaliev, head of the economics and finance department of the Osh mayor's office, provided the necessary clarifications. He reported that the municipal enterprise "Evacuator" was established based on the experience of the Bishkek mayor's office. "The purpose of creating this enterprise is to organize the work of forced evacuation services and eliminate disorder in this area," he added.
The institution is registered with the justice authorities as the municipal enterprise "Evacuator Service of the Osh City Mayor's Office".
In response to Deputy Kamalov's clarifying question about the date the enterprise began operations, Orozaliev indicated that the ME "Evacuator" started its activities in 2025.
Kamalov also noted that, being a participant in all council sessions during that period, he does not remember a decision being made on this issue. "I attended all the sessions that year, but I was not aware of this. Whoever created this enterprise, we have every right to initiate an inspection of its operations," the deputy emphasized.
In November 2025, Turmush reported on the official opening of a specialized parking lot under the management of municipal property (UMP) of the Osh mayor's office.
The new impound lot occupies an area of 12,378 square meters and can accommodate 300 vehicles simultaneously. During the development of the territory, a two-layer asphalt surface 12 cm thick was laid over an area of 9,000 square meters.
Additionally, irrigation channels 90 meters long were installed, road markings were applied, and a lighting system was set up.
A modern administrative building (office) was constructed, meeting all construction and sanitary standards, with a sewage system installed.
The area is fenced with "Euro-fencing", and new gates and a 24-hour video surveillance system were installed.
At that time, the municipality reported that vehicles parked in unauthorized places and violating traffic rules would be delivered to the impound lot. It was also noted that this is not the only such facility in the city — the mayor's office plans to create two more parking lots in different parts of Osh to relieve the road network.
According to the mayor's office, a land plot of 1.5 hectares, designated for industrial use, was illegally transferred to private hands in 2005. The return of this property became possible as part of a campaign to dep privatize illegally sold assets. Subsequently, the returned plot along with the buildings was transferred to the balance of the mayor's office as municipal property.
