In the ministry's view, the introduction of this rule will enhance the quality of construction and increase safety levels. Furthermore, it will help legalize labor relations by ensuring that companies pay taxes and social contributions for their employees. Previously, such contributions were not made, which negatively affected the social protection of workers and contributed to informal employment, as well as leading to a loss of funds for the budget and distortion of statistical data.
The project also proposes the creation of an automated system that will ensure:
- online issuance of licenses with minimal involvement of officials;
- reduction of document processing times;
- annual budget replenishment of approximately 700 million soms through taxes and social contributions;
- formation of a cumulative pension fund for workers, which will provide financial guarantees upon retirement and promote long-term legal employment.
