
A draft law has been presented in the Kyrgyz Republic concerning amendments to the Code of Administrative Offenses, as well as to the laws "On Road Traffic," "On State Registration of Rights to Real Estate and Transactions with It," and "On the Licensing and Permit System."
The proposed amendments aim to tighten the rules for citizens and organizations with outstanding fines for violations.
According to the draft law:
- having debts on fines may be a reason for refusal to obtain a driver's license;
- to re-register a vehicle, the owner will need to fully pay off all fines;
- unpaid fines will be taken into account when processing real estate transactions;
- debt may lead to refusal to issue or extend licenses and permits.
Additionally, the draft law proposes further digitalization of the process of considering cases of violations. It suggests increasing the use of automated information systems of the Unified Register of Offenses and providing for the possibility of drafting protocols and decisions in electronic form.
It is planned that materials on violations recorded by photo and video cameras will be automatically transmitted to the electronic system for the formation of a fine decision.
