Scientists from Russia and Belarus gathered to help Kyrgyzstan


An International Forum titled "HEAVENLY MOUNTAINS OF CIVILIZATIONS – 2050" was held at the Kyrgyz State Technical University named after I. Razzakov. This significant event brought together experts from Russia, Belarus, and Kyrgyzstan, who discussed the development of the country and ways to improve the quality of life for its citizens.

The forum took place in a warm and productive atmosphere, where participants actively sought solutions to pressing issues and formulated plans for joint initiatives. It became a platform not for formal reports, but for real experience exchange and the development of concrete proposals in support of Kyrgyzstan's national program, planned until 2030.

Speakers at the sessions included both Russian and Belarusian experts, as well as leading Kyrgyz specialists, all united by a single goal — to assist Kyrgyzstan in implementing its national program.

Among the participants from Russia who joined the forum via video link were Professor Vladimir Martirosyan from the Russian Academy of Sciences, Deputy Director of the Institute of Baking, and Director of the Federal State Autonomous Scientific Institution "Institute of Baking" Marina Kostyuchenko, who proposed a new model of standards for bakery products. Tatyana Savenkova from Plekhanov Russian University of Economics also presented mechanisms for quality control of flour and confectionery products.

Belarusian specialists, such as Alexander Shepshelev, Director of the Institute of Microbiology of the National Academy of Sciences of Belarus, and Alexey Melechenya, General Director of the Scientific and Practical Center for Food, also made significant presentations on modern methods of quality control and biotechnology in the food industry.

Kyrgyzstan turned out to be not only a host but also an active participant with a strong scientific potential.

Professor Mikhail Fedorov, President of the Autonomous Non-Profit Organization "Center for Euro-Asian Studies," noted in a conversation with a correspondent from VB.KG the importance of interaction with foreign scientific circles. He emphasized that this is not a formality, but a necessary opportunity to access technologies and methods that will help Kyrgyzstan in difficult times.

– Are you satisfied with the results of the forum?
- Yes, I am very pleased. The forum generated great interest among the audience. This is not the first discussion within our project "Heavenly Mountains of Civilization – 2050," initiated by Bishop Savvaty. We added "2050" to emphasize the long-term goals of the national program approved by the president.

Since the start of the project, several thematic meetings have taken place, during which ideas of Vernadsky's noospheric development were discussed. It is important that the event was supported by major scientists.

The forum was timed to coincide with World Quality Day and World Science Day, allowing a focus on the main issue: the development of the country and the implementation of the program by 2030. The task is ambitious — GDP must nearly double.

When I approached the National Institute of Strategic Initiatives with the question of how to solve this task without science and personnel policy, the answer was unequivocal: no way. Therefore, the transformation of the country is built on new knowledge and innovations, as well as the training of specialists capable of applying this knowledge.
– Do you see the foresight session as a tool for implementing the strategy?

- Definitely. We gathered representatives from almost all relevant universities. Universities are not only a scientific potential but also a platform for communication. Leading institutes participated in the forum, including the Institute of Economics, and the expert sessions fully corresponded to the four key areas of the national program: industrialization, logistics and regional development, strengthening Turkic unity, and food security.

Each of the topics was overseen by a specific university or research institute. In particular, in the second part of the forum, the International Association of Food Production and Nutrition Technologies "Territory of Creators" was established, which is an important step towards creating international teams.
The first session focused on spirituality and culture, where the Kyrgyz State Technical University actively participated, considering the theme of humanitarian growth. Next, specialists in the field of energy spoke, with the Deputy Director of the Energy Institute of KGUT presenting an interesting report on solar generation and the largest solar station in the country, located at their university.

The Higher School of Logistics demonstrated modern solutions in the transport sector. Participants noted positive changes in Kyrgyzstan: infrastructure is developing around Issyk-Kul, Bishkek is transforming, and the state is investing significant funds in logistics, which is a key area of development.
– Will a system for further coordination of experts be created?

- Yes, this is one of the most important decisions. We agreed to create international expert councils in each district and a single center that will coordinate work and exchange data and proposals.

A specialist from the National Institute of Strategic Initiatives, Akhmetov, spoke at the forum, reminding that by presidential decree, a Council for Investment Policy was established. Our work should become part of this system, as investments are impossible without clear strategies and expert assessments.

The founders of the forum were the Assembly of Peoples of Kyrgyzstan and the Assembly of Peoples of the World. Tokon Mamytov (Matubraimov), Chairman of the Assembly of Peoples of Kyrgyzstan, actively supports this initiative and participates in meetings, informing the country's leadership about the progress of the project.

– Will the contributions of Russian, Belarusian, and Kyrgyz scientists be included in the strategy?

- Certainly. Recently, the Russian-Kyrgyz Educational Forum took place, where the idea of creating a digital twin of the city emerged. This will allow for the integration of all infrastructure, management, and communications into a single digital format. Kyrgyzstan has already begun work on the digital twin of Bishkek.

This is a vivid example of fresh ideas that should transition from presentations to practical implementation.

My colleague, a professor from South Korea, has experience working on development strategies for the USA and China, which underscores the level of expertise needed for Kyrgyzstan. The country should not move along old schemes; solutions based on knowledge and science are needed.

– Is this initiative your personal project or a response to a government request?

- As the Deputy Secretary-General of the Assembly of Peoples of the World, I always think about how to serve society. I have lived in Kyrgyzstan for five years and teach at the Technical University, and I consider it my duty to participate in the development of the country.

However, to say that this is only "my idea" would be incorrect. This is a collective initiative. We are acting together with the Assembly of Peoples of Kyrgyzstan, the Assembly of Peoples of the World, and the National Institute of Strategic Initiatives. We have been gathering experts and holding meetings for two years.

Our main goal is to help Kyrgyzstan implement its national development program. This is a strategic document, and we must attract as many people, knowledge, and energy as possible to bring it to life.
