Project "Osh-3000 — The Great Silk Road"
More than one billion soms allocated for the celebration
A working group of tourism and sports specialists, according to the project "Osh-3000 — The Great Silk Road," has identified specific tourist routes, and reconstruction of bases and alpine camps is planned. A photo album, brochures, and a calendar are being prepared for publication. The reconstruction of the Central Market is included in the plan of the city's Architecture Department and the market's management in accordance with the "Osh-Bazaars" project.
According to the approved plan of main activities for 1997-2000, the total amount, including funds from entrepreneurs, private individuals, and foreign investments, exceeds one billion soms. Large projects such as a hotel-motel, supermarket, and circus will be built specifically through investments and private individuals.
To develop the city's telecommunications networks, a World Bank loan of 5 million US dollars (for a switchboard with 10,000 lines) is planned to be used. For these same purposes, 8.6 million US dollars from the Kuwait Fund will be attracted. To improve the operation of the Osh Airport Air Traffic Management, the French government has allocated 25 million francs in technical credit, and the participation of French specialists in this matter is expected. Proposals from investors for the construction of specific facilities are already coming in. For example, the company "Planet" plans to build attractions in the floodplain of the Ak-Buura River. Osh entrepreneur Zh. Sekalieva has begun the construction of a trade fair and hotel complex using her own funds and attracting foreign investments.
A businessman from Bishkek, A. Jumaliev, is working on the project for the construction of the "Ak-Orgo" circus. The Association of Cooperatives of the Republic, represented by the Osh regional structure, has proposed to build a monument to Kurmanjan Datka at its own expense, promising to complete it by Independence Day in 1998.
The initiative of the Osh region to hold the telemarathon "Osh-3000" has been supported in Bishkek and in other cities of the republic. For example, Chui region will fully complete the reconstruction of the hippodrome. The capital has allocated 220,000 soms for the construction of the "Sulaiman-Too" complex. Naryn, Talas, Issyk-Kul, and Jalal-Abad regions are also putting forward their proposals in support of Osh. Therefore, the entire republic is participating in the support of the "Osh-3000" anniversary. Large-scale events are being carried out by the General Director of "Osh-3000" from Bishkek, S. Mamytov. The management has developed a plan for 1996-2000, which outlines specific activities. First and foremost, serious attention is being paid to attracting international organizations. In particular, under the auspices of UNESCO, it is planned to organize scientific conferences, participate in the study of the history of the city of Osh, and publish a number of scientific works dedicated to the city. A book by Yu. A. Zadneprovskiy on the topic: "The Osh Settlement. The History of Fergana in the Late Bronze Age" has already been published. A brochure has been issued, and a monograph by researcher E. A. Zakharova titled "Historical and Architectural Heritage of Osh at the End of the 19th - Beginning of the 20th Century" and a seven-year desk calendar featuring the artistic works of the People's Artist of the Kyrgyz Republic B. Zhaliev is being prepared. A panel by the public fund "Sulaiman-Too — Osh-3000," measuring 3X5 m, has been made with banking details as a work of folk creativity and handicraft. Scholars from Turkey, including Professor Reshat Gench, Sadik Tural, Yusup Kalachogly, Fikret Turkmen, and others, have decided to participate and contribute to the preparation for the anniversary. At the invitation of their hospitable hosts, they have visited Osh twice. Additionally, scientific conferences, symposia, and round tables dedicated to the history of the city of Osh are planned to be held in Turkey. A series of books is also planned for publication. Scholars from the National Academy of Sciences of the Kyrgyz Republic, led by Academician V. Ploskikh, are writing the history of the city of Osh in collaboration with scholars from Osh University and Osh Technological University.
The decision of the Kyrgyz people to celebrate the 3000th anniversary of the city of Osh and the presidential decree of the Kyrgyz Republic regarding the anniversary are deeply symbolic in the life of our republic and Central Asia. In 1995, the 1000th anniversary of "Manas" was celebrated, in 1996 — the 660th anniversary of the outstanding Amir Timur, and the year 2000 will mark the 3000th anniversary of the city of Osh. In this regard, a scientific and ideological concept "Osh-3000" for 1996-2000 has been developed. The celebration of the 3000th anniversary of the city of Osh — one of the oldest cities in Central Asia — has great educational and scientific-theoretical significance. It will become a major international political event. The celebration of the three-thousandth anniversary of the city of Osh not only connects us to the historical past of the city but also defines our tasks for the long-term future. The promotion and advertising of the preparation and celebration of the anniversary will undoubtedly receive support and approval from the global community.
