Starting from February 11, 2026, a new mechanism for tracking cargo transportation, based on the use of navigation seals, has begun operating in the countries of the Eurasian Economic Union (EAEU).
According to the State Customs Service, these requirements apply to all cargo transportation carried out through the territories of two or more EAEU member states, in accordance with the Agreement on the Application of Navigation Seals.
The process of implementing the mechanism will occur in stages, taking into account various categories of goods and types of transport.
Navigation seals will be used for the transportation of:
* specific excise goods, such as alcohol and tobacco, transported by road or rail within the framework of customs transit and export procedures, as well as in mutual trade between member states;
- certain categories of goods (for example, clothing, footwear, and equipment) transported by road using the transit procedure;
- nicotine-containing products and nicotine raw materials classified under commodity positions 2404, 2939 79 000 0, and 2939 80 000 0 according to the Commodity Nomenclature for Foreign Economic Activity of the EAEU, exported from the customs territory of the Union using the export procedure.
The goal of introducing this mechanism is to improve transparency in logistics and ensure the legal circulation of goods while reducing the volume of control procedures within the Union.
