
From February 11, 2026, the mandatory use of navigation seals for tracking the transportation of goods will be introduced in the countries of the Eurasian Economic Union, as reported by the State Tax Service of Kyrgyzstan.
The implementation of navigation seals will occur in stages. In the first stage, their use will become mandatory for the transportation of:
– alcoholic products;
– tobacco products;
– goods subject to special economic measures in the EAEU countries.
In the Kyrgyz Republic, navigation seals will be installed:
- for road transport — at accounting points located close to the border crossing points on the Kyrgyz-Kazakh border (Chaldybar, Ak-Zhol, Ak-Tilek, Chon-Kapka, Karkyra);
- for rail transport — at stations where wagons are loaded (Bishkek-1, Alamedin, Rybachye, Kara-Balta, Kainy, Belovodskaya, Shopokovo, Kant, and Tokmak).
Removal of navigation seals will be carried out:
- for road transport — at the recipient's premises;
- for rail transport — at the specified stations during unloading.
Carriers, senders, and freight forwarders must send the necessary information to the STS by email no later than 6 hours before the installation of the seal: [email protected].
Information about the necessary data for loading into navigation seals, as well as the procedure for interaction between participants in foreign economic activity with the STS and the national operator, is posted on the official website of the Tax Service in the "Knowledge Base" section — "Navigation Seals within the EAEU": sti.gov.kg.
It should be noted that participants in foreign economic activity are responsible for the accuracy of the information provided and its compliance with the goods actually transported.

These new requirements are being introduced in accordance with the decision of the Eurasian Economic Commission and the EAEU Agreement on the use of navigation seals.
