During the meeting, the main issues concerning the city's transport infrastructure were voiced:
- 40% of the highways do not meet modern standards;
- 85% of the central streets are overloaded;
- 77% of the roads in the center are occupied by cars, which reduces their capacity by half;
- the connection between the North and the South is hindered by railway crossings;
- the level of motorization has increased by 1.5 times, amounting to about 330 cars per thousand residents.
Developers' Proposals:
As a solution, it is proposed to create a radial-ring transport system, which includes an external bypass of the city, a ring road around the center, and additional roads to optimize traffic flows. The main goal is to reduce the load on the city center from transit traffic and increase the priority of public transport.
State of Public Transport:
- only 36% of residents use public transport;
- 87% of buses are overcrowded, with an average speed of 10 km/h;
- travel time exceeds the norm by 63%;
- 2000 hectares of urban territory remain without access to public transport.
As part of the General Plan, it is proposed:
- construction of 28 km of railway tracks;
- laying of 63 km of tram lines;
- allocation of 68 km of lanes for public transport;
- creation of 19 transport transfer hubs.
Expected Results:
- an increase in the number of public transport passengers by 54%;
- a reduction in the use of private cars by 1.5 times;
- 100% of residents will have access to public transport;
- 60% will be able to use high-speed modes of transport.
In addition, the project includes the expansion of the airport, construction of bypass roads (railway – 183 km, road – 89 km), 224 km of new highways, and 9 overpasses, as well as the development of a network of bicycle paths.
