Tazabek sent a request to the NBKR after the regulator's board approved resolution No. 2025-P-12/70-5-(NPA) on December 26, 2025, which defined the Regulations on the requirements for financial recovery plans for banks.
According to this document, systemically important banks must develop and submit their financial recovery plans to the National Bank at least once a year, while other banks are required to do so at least once every two years.
In this regard, Tazabek requested information from the regulator about the banks recognized as systemically important.
In its response, the National Bank of the Kyrgyz Republic indicated that according to paragraph 9 of the Regulations on the criteria for the systemic importance of commercial banks and non-bank financial credit organizations, the list of systemically important banks and NFCs is not subject to official publication. At the same time, the NBKR informs each bank and NFC recognized as systemically important individually.
Thus, information about the banks that are required to submit their financial recovery plans annually remains closed to the public and is communicated by the regulator directly to market participants.
