- The National Bank of the Kyrgyz Republic has approved a new regulation on the minimum amount of charter and own (regulatory) capital for commercial banks.

This document was adopted on December 29, 2025, and will come into effect on January 1, 2026.

According to the new regulation, the minimum amount of charter capital for newly established commercial banks, including branches of foreign credit organizations, is set at no less than 3 billion soms.

For existing banks, a phased increase in the minimum charter capital will be implemented:

by June 30, 2026 — at least 800 million soms;

from July 1, 2026 — 1 billion soms;

from July 1, 2027 — 1.5 billion soms;

from July 1, 2028 — 2 billion soms;

from July 1, 2029 — 2.5 billion soms;

from July 1, 2030 — 3 billion soms.

For systemically important commercial banks, special requirements have been established: from July 1, 2027, their minimum charter capital must be at least 8 billion soms. If a bank is recognized as systemically important, it must increase its charter capital to the established level within one year, and its own (regulatory) capital within three months after notification from the NBKR.

Additionally, the regulation introduces an economic standard for the minimum amount of own (regulatory) capital, which must meet the requirements for charter capital.

The NBKR has also revoked the previous regulation dated March 15, 2023, No. 2023-P-17/16-4-(NPA), which previously regulated this issue.

The new document will be officially published and communicated to commercial banks and the Union of Banks of Kyrgyzstan.
