In Kyrgyzstan, the requirements for banks' charter capital have been increased.

On December 29, 2025, the board of the National Bank approved resolution No. 2025-П-12/71-3-(NPA), which contains amendments to various regulatory acts of the bank. The text of the document is available on the official website of the regulator.

Now the minimum charter capital for new commercial banks (including branches of foreign banks) is set at 3 billion soms.

For existing banks, the minimum capital requirements will increase according to the following schedule:

For "systemically important commercial banks," the capital requirements will be at least 8 billion soms starting from July 1, 2027.

Also, for new banks (including branches of foreign banks), the amount of own (regulatory) capital must correspond to the minimum charter capital established for new banks (3 billion soms).

If a bank is recognized as "systemically important," its own capital must be increased to 8 billion soms within three months after notification from the National Bank about meeting the systemic importance criteria.

According to the resolution, institutions that apply to establish a bank after the adoption of this document are required to form a charter capital of at least 3 billion soms.
