"Post Bank" intends to offer basic banking services using an agency model in accordance with the current norms and regulations of the National Bank.
The NBKR will analyze the submitted documents in the established manner and within the timeframes provided by law. The decision to issue a license will be based on a comprehensive assessment of the materials, including compliance with capital requirements, corporate governance, risk management systems, and the business reputation of all participants.
Background:
In 2018, the issue of creating "Post Bank" was raised in parliament. Tolkunbek Abdygulov, the then-chairman of the NBKR, expressed the idea of creating either "Post Bank" or a specialized institution with the right to carry out payments and accept deposits based on "Kyrgyz Post".
Some deputies, such as Marlen Mamataliyev, Baktybek Sydykov, and Arslanbek Maliev, suggested replacing "Kyrgyz Post" with "Post Bank".
JSC "Kyrgyz Post" is a state company, 100% of the shares of which are owned by the state through the Cabinet of Ministers of the Kyrgyz Republic and performs the functions of the national postal operator. The general director of the company is Cherikchiev Marat Zholdoshbekovich.
