In Kyrgyzstan, there are 431 pawnshops: Scheduled inspections cover only 40-50 per year, - Ministry of Economy
According to him, there are 431 registered pawnshops in Kyrgyzstan. As part of the planned control, only 40-50 of them are inspected each year, depending on the scale of their operations. In any given quarter, no more than 15 institutions are covered. All inspections are conducted according to an approved quarterly plan, which includes various types of licensed activities, such as pawnshops, leasing companies, and lotteries.
Ashimzhan uulu also noted that the moratorium on inspections of pawnshops has been lifted. The basis for forming the inspection plan is the government decree of Kyrgyzstan dated December 16, 2023, number 678, "On Licensing Certain Types of Activities."
According to this document, to obtain a license, a pawnshop must meet a number of requirements: have a decision from management, register as a limited liability company, have a minimum charter capital of 3 million soms, open a settlement account in a commercial bank, and provide documents for the managers and the chief accountant.
Furthermore, the premises of the pawnshop must meet safety requirements, including having a separate cash register, video surveillance, alarm systems, and fireproof safes. All pawnshops must also have a StandInfo installed, which indicates the law, citizens' rights, necessary documents, and the current interest rate.
Ashimzhan uulu emphasized that when taking out a loan, citizens should check the pawnshop's license and ensure the presence of the required documents and information on the stand. It is important to know one's rights and only then make a decision about the loan.
To date, according to the specialist, all legally operating pawnshops have the necessary equipment and documents. No cases of illegal pawnshop openings have been recorded; however, monitoring of their activities continues.
