The court issued a verdict against the vice president of the Chamber of Commerce and Industry in a criminal case regarding the purchase of a residential house. He was previously detained by the GKNB.

The Talas City Court issued a verdict according to which the vice-president of the Chamber of Commerce and Industry of Kyrgyzstan was fined 100,000 soms for abuse of power related to work in commercial and other organizations. This decision was announced on December 16, 2025.

On November 5, the State Committee for National Security reported the detention in Talas of several high-profile officials, including the vice-president of the Chamber of Commerce and Industry N.N.E., the head of the department of the State Agency for Physical Culture and Sports B.Z.B., and the former deputy governor of the Talas region.

According to the press service, during the inspection, facts were uncovered regarding the conclusion of an unfavorable contract by officials of the State Agency for Physical Culture and Sports in the Talas region.

As part of the preparations for the "I Am Champion" sports games, which were planned for the summer of 2026, the Department of Physical Culture and Sports was allocated 17 million 500 thousand soms. However, a large portion of these funds, specifically 12 million soms, was used to purchase a residential house with the aim of converting it into an administrative building for the regional department of physical culture and sports.

Moreover, according to information provided by the vice-president of the CCI N.N.E., the cost of this residential house was deliberately inflated and appraised at 12 million 343 thousand soms.

An independent appraisal showed that the actual value of the house is 7 million soms, resulting in significant losses for the state amounting to over 4 million soms.

As a result of the investigation, the vice-president of the CCI N.N.E., B.Z.B., and the former deputy governor B.N.A. were detained and placed in a temporary detention facility.

In the Chamber of Commerce and Industry itself, it was stated that N.N.E. holds the position of head of the department for working with Chamber members and that his detention is not related to his duties in this organization.

According to documents from the State Register of Judicial Acts, Nurbek [name changed A.N.N.] was appointed vice-president of the CCI by order of President T.P. dated March 6, 2024. In the course of his work, he intentionally violated the interests of the service in commercial and other organizations.

The investigative authorities found that in accordance with the resolution of the Cabinet of Ministers dated November 13, 2024, the CCI was granted certain powers in the field of certification of appraisers.

Nurbek, being aware of these powers, assisted N.B. [who served as deputy governor of the Talas region in 2010] in matters related to the acquisition of an administrative building.

According to the order of the State Agency for Physical Culture and Sports, 17 million 500 thousand soms were allocated for the conduct of sports games in May-June 2026. Since the agency did not have its own premises, it was decided to purchase an administrative building.

During the search for a suitable building, B.Z.B. colluded with N.B. to buy a house for 12 million soms, which belonged to N.B. and was located in Talas.

The investigation established that B.Z.B. had previously obtained N.B.'s consent to sell the house for the specified amount without conducting a proper appraisal or considering other properties.

To legitimize their actions, B.Z.B. and N.B. agreed that the appraisal of the house would be conducted at the agreed price of 12 million soms. Appraiser A.B. was invited but refused to inflate the cost.

After that, N.B. turned to another appraiser, K.T., who appraised the house at 16 million 520 thousand soms. However, the State Agency for Management of State Property did not accept this appraisal.

As a result, N.B. sought Nurbek's assistance in obtaining a report from an appraiser with a valid certificate so that the value of the house would be appraised at no less than 12 million soms.

Nurbek, knowing his powers in the field of certification of appraisers, abused his official position and organized the preparation of an appraisal report where the value was set at 12 million 343 thousand soms.

Based on this appraisal, B.Z.B. prepared the necessary documents and obtained approval for the purchase of the house at the expense of the republican budget.

On September 18, 2025, a sales contract was concluded between N.B. and the head of the department B.B., and the property was purchased for 12 million soms.

However, an independent appraisal organization indicated that the market value of the house is 7 million 792 thousand 600 soms, confirming the conclusion of Nurbek's abuse of power and losses to the budget amounting to 4 million 207 thousand 400 soms.

According to case documents, on November 20, 2025, Nurbek fully compensated for the damage caused to the republican budget.

Nurbek was charged under part 2 of Article 245 ("Abuse of power by officials of commercial or other organizations") of the Criminal Code.

During the pre-trial proceedings, he admitted his guilt and signed a procedural agreement. On December 3, 2025, a plea agreement was signed between prosecutor B.K. and Nurbek.

The agreement was formalized with the participation of the senior investigator and defender N.N. The Talas City Court confirmed it on December 3, 2025.

During the court session, Nurbek confirmed his admission of guilt, agreed to the terms of the agreement, and requested a minimal punishment.

The defender also supported the agreement, asking for a sentence in accordance with its terms. The state prosecutor noted that the terms of the agreement had been fulfilled and requested a fine of 1,000 calculation indicators [100,000 soms].

After reviewing the case materials, the Talas City Court found Nurbek guilty under part 2 of Article 245 of the Criminal Code. He received a fine of 1,000 calculation indicators, which amounts to 100,000 soms.

The measure of restraint in the form of house arrest was replaced with a pledge not to leave with the condition of proper behavior, and will be lifted after the verdict comes into legal force.

Persons disagreeing with the verdict have the right to file an appeal within 30 days from the date of its announcement to the Talas Regional Court through the Talas City Court. The verdict is not subject to appeal due to incomplete examination of the case materials.
