It should be noted that on November 30, 1999, the water reservoir was transferred to the balance of the agricultural production cooperative "Pakhary" based on a transfer act, which constitutes a violation. Subsequently, in 2021, according to Decision No. 28 of the head of the Ivanovsky rural council of the Issyk-Ata district, the reservoir was officially transferred to the SPC "Pakhary," and the cooperative received a state certificate of private ownership.
As a result of the operational investigative measures, the illegally privatized water facility was returned to state ownership and transferred to the management of the Issyk-Ata water management department, which is subordinate to the Ministry of Agriculture.
