Grazing livestock on winter fields threatens confiscation, - Bakyt Torobaev

- During the plenary session of the Jogorku Kenesh held on February 11, 2026, deputy Dastan Bekeshev raised the issue of the area sown with winter crops and whether this volume is sufficient.

In response to his inquiry, the Deputy Prime Minister and Minister of Agriculture Bakyt Torobaev reported that the autumn work covered 257 thousand hectares.

Additionally, he mentioned that in spring, another 885 thousand hectares are planned to be processed.

Bekeshev also noted that the care for winter crops is complicated by the fact that during the winter period, many farmers allow livestock to graze in the fields, which leads to crop damage.

“Is this normal? People are not afraid of fines, which amount to only 2-3 thousand soms. What should we do in such a situation?” he asked.

In response, Torobaev announced a government resolution that the issue will be under the control of the Ministry of Internal Affairs.

“For the first offense, the farmer faces a fine for grazing livestock in the fields, and for repeated violations—confiscation of the livestock,” he clarified.

The discussion took place as part of the information from the Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic regarding preparations for spring field and economic activities in 2026 in the Kyrgyz Republic.
