Kyrgyzstan to Conduct Agricultural Census in Electronic Format for the First Time

At the recent meeting of the republican commission, chaired by the Deputy Prime Minister and Minister of Water Resources, Agriculture, and Food Processing Industry of Kyrgyzstan Bakyt Torobaev, organizational issues regarding the upcoming agricultural census were discussed, as reported by the government press service.

In his speech, the Chairman of the National Statistical Committee Baktybek Kudaybergenov noted that the new census will be conducted in electronic format, completely eliminating the use of paper media.

Data collection will be carried out using a mobile application installed on the enumerators' devices, and the information will be transmitted to the central server of the National Statistics Committee via secure communication channels, ensuring confidentiality and rapid data processing.

The meeting also emphasized the importance of the preliminary work that has already been completed:

Forms for the census and key indicators have been fully agreed upon with the relevant ministries and the Food and Agriculture Organization of the United Nations (FAO). Four census forms have been approved, along with instructions for staff and a detailed calendar plan. A pilot census was successfully conducted in 2024, which allowed for improvements in software and methodology. From 2025 to 2026, multi-level training for personnel will be organized both in-person and online, with more than 200 specialists already having upgraded their qualifications in the first phase. To effectively manage the process, an interdepartmental working group was established in December 2025. A total of 6,791 temporary staff are planned to be involved in the census, including:

- 1,179 registrars;

- 4,494 enumerators;

- 898 supervising instructors;

- 220 coordinators.

The schedule for staff involvement has also been approved: the work of coordinators will begin in February 2026, while the main team (instructors and enumerators) will start their duties in March-April.

“The agricultural census is an important tool for developing an objective strategy for the country's food security. We need to obtain the most accurate data on the agricultural potential of the republic for effective planning of state programs to support farmers,” noted the meeting participants.

In conclusion, Bakyt Torobaev emphasized that the authorities and local self-government bodies are responsible for timely provision, logistics, and support in conducting the census.

According to the decision of the Cabinet of Ministers, the agricultural census will take place from March 20 to April 10, 2026.
