The UNICEF organization expressed support for the decree of the President of Kyrgyzstan, Sadyr Japarov, on the establishment of a monthly state allowance called "Bala Yrysy," which will be intended for all children under the age of three.
The organization emphasized that this decision is an important step in strengthening children's rights and reflects the country's persistent commitment to their protection, as well as supporting initiatives for early childhood development.
UNICEF also pointed out that expanding social protection for young children is one of the most effective ways to combat child poverty and provides children with the best conditions for starting life.
Additionally, UNICEF reminded about the National Development Program of Kyrgyzstan until 2030, which aims to reduce the level of child poverty from 33.1% to 25%, as well as to improve access to primary healthcare and develop preschool education.
The introduction of the "Bala Yrysy" allowance is seen as a significant step towards achieving these goals and strengthening the system for protecting children's rights in the country.
UNICEF noted that international experience shows that investments in early childhood can yield a return of up to 13 dollars for every dollar invested, due to improved educational outcomes, increased labor productivity, better health, and reduced social inequality.
The organization also expressed gratitude to the government of Kyrgyzstan for its attention to issues of support for children and families, and confirmed its intention to continue cooperation with national partners in the implementation of the "Bala Yrysy" program and the development of the social protection system for children.
