According to the decree adopted on February 26, 2026, under number 115-t, in 2026, it is planned to allocate 130 million soms from the republican budget to subsidize interest rates of commercial banks.
It is recommended that JSC "Aiyl Bank" and JSC "Eldik Bank" provide favorable financing conditions for participants in the meat cluster.
The project will cover 10 pilot cluster associations located in the Chui region and Bishkek.
The total volume of preferential lending will amount to 1.5 billion soms, which means 150 million soms for each association.
Funding will be distributed across the following areas:
- at least 40% — for production (fattening),
- up to 38% — for the import of livestock,
- up to 15% — for sales,
- up to 7% — for primary meat processing.
Additionally, it is stipulated that 10% of the loan portfolio will be directed towards the purchase of equipment, while 90% will be allocated for the procurement of livestock, feed, veterinary drugs, as well as for fattening operations, primary processing, and sales.
The preferential interest rate on loans will be 3% per annum with a maximum term of up to 60 months and a grace period of 12 months. Loans of up to 500,000 soms will be provided without collateral, while amounts exceeding this will require collateral. Financing may also be available under guarantees from JSC "Guarantee Fund".
The selection of 10 pilot cluster associations will be carried out by the Council for Cluster Development of the Agro-Industrial Complex under the relevant ministry. Participants will be required to sign contracts for the supply of livestock, feed, and services for fattening, primary processing, and sales.
The Ministry of Water Resources, Agriculture, and Processing Industry, together with the banks, has been tasked with conducting an analysis of the project's effectiveness and presenting a report to the Presidential Administration by May 1, 2027.
