He emphasized that the death penalty should be introduced for those who commit corruption crimes that cause serious harm to the Kyrgyz Republic, as well as for rapists acting against women and children.
At the same time, the delegate noted that law enforcement agencies must have absolutely certain evidence of the accused's guilt.
It is important to remind that on December 10, 2025, the Constitutional Court, considering the president's request, determined that restoring the death penalty through amendments to the Constitution is unacceptable and contradicts the country's Basic Law.
Earlier, President Sadyr Japarov put forward an initiative to reinstate the death penalty for particularly serious crimes committed against children and women. This proposal was a response to the tragedy involving the murder of 17-year-old Aysulu Mukasheva, who was abducted and raped on September 27, which caused a wide public outcry.
