
The Ombudsman, Akıykatchy, has succeeded in restoring the rights of a girl who is an orphan and lives in an orphanage in the Chui region. As a result, more than 518 thousand soms will be transferred to her deposit account — the amount of unpaid benefits for the last eight years, as reported by the institution's press service.
During an inspection conducted by the Akıykatchy Institute in 2025, it was discovered that a number of orphaned children in institutions in the Chui region had not received the state benefits they were entitled to. Among them was a girl, M.B., born in 2008, who has been in the orphanage since 2017.
In 2015, the girl was granted a disability based on the conclusion of the Medical-Social Expert Commission (MSEC), and she was assigned benefits and recommended for psychiatric observation, as well as participation in an inclusive program. However, after her transfer to the orphanage in 2017, the payments ceased due to the lack of a follow-up examination.
Throughout the entire eight-year period, the responsible authorities took no action to organize a follow-up commission for the girl.
After the Ombudsman Jamili Dzhamanbaeva appealed to the General Prosecutor's Office and the Ministry of Labor, an investigation was initiated. As a result, the Ministry of Labor held accountable the employees who committed violations and restored payments starting from 2017 until May 1, 2026.
