Monitoring of children's institutions in the Chui region, conducted by staff of the Ombudsman Institute in 2025, revealed serious violations that need to be addressed.
It was discovered that some orphans were not receiving the state benefits they were entitled to.
In particular, this concerns a girl named M.B., born in 2008, who has been living in an orphanage in the Chui region with her sister since losing their parents. In 2015, she underwent a medical and social expert commission (MSEC), where she was assigned a disability and corresponding benefits, as well as recommended for monitoring by a psychiatrist and education under an inclusive program.
However, after being transferred to the orphanage in 2017, the benefit payments were stopped because the girl did not undergo a re-examination by the MSEC.
For eight years, no actions were taken to undergo the commission again.
In response to the situation, Jamiliya Dzhamanbaeva sent letters to the General Prosecutor's Office and the Ministry of Labor, Social Protection, and Migration, urging them to strengthen control over the rights of orphaned children and ensure the payment of unpaid benefits.
As a result of the investigation, the Ministry of Labor took disciplinary measures against the employees who committed violations, and the benefits for the girl with a disability were restored from 2017 until May 1, 2026. Ultimately, 518,000 soms will be transferred to the girl's deposit account.
