In 2025, staff from the institute conducted a monitoring of children's institutions in the Chui region, during which they checked living conditions and the observance of children's rights. "As a result of the inspection, violations were identified, and recommendations were made for their elimination," the press release states.
Among the identified facts, it became known that some orphans had not received the state payments they were entitled to. In particular, a girl named M. B., born in 2008, has been living in an orphanage with her sister since 2017 after the death of their parents. In 2015, she was granted disability status and assigned benefits, as well as recommended for psychiatric observation and education under an inclusive program.
However, after being transferred to the orphanage in 2017, her benefit payments were suspended because the girl did not undergo a repeat examination by the MSEC. "For eight years, no measures for a repeat examination were taken," the press service's message notes.
The Ombudsman of Kyrgyzstan, Jamila Dzhamanbaeva, appealed to the General Prosecutor's Office and the Ministry of Labor, Social Protection, and Migration, requesting increased oversight of the rights of orphans and the recovery of unpaid benefits.
As a result of the investigation, the Ministry of Labor took disciplinary measures against the responsible employees, and the benefits for the girl with a disability were restored from 2017 until May 1, 2026.
