Kanbekov, who is engaged in car sales, reported that in the summer of 2023, his friends Aziz and Kairat asked him for five cars on credit, promising to return the money in a month.
According to Kanbekov, the waiting time dragged on, and after a month he did not receive the promised money. As a result, he filed a complaint with the Lenin District Department of Internal Affairs in Bishkek. However, Aziz and Kairat came to the police and tried to convince him to wait a little longer, promising to repay the debt the following week. The police officers said they would review his complaint within a week, but Kanbekov himself received no information about the progress of the case.
Despite the wait, the debt was not repaid after a week, and Kanbekov went back to the Lenin District Department of Internal Affairs, where he found out that his complaint had not been accepted for processing.
"In January 2024, I wrote another complaint, but this time to the Main Internal Affairs Directorate of Bishkek. The complaint was accepted, and they requested the case from the Lenin District Department of Internal Affairs, after which a criminal case was initiated under the article on fraud. As soon as the case was opened, the accused contacted me again and promised to return the money within a month, but soon disappeared again. The police suspended the case without notifying me," Kanbekov said.Later, Kanbekov learned that Kairat works at the State Committee for National Security of Kyrgyzstan. He filed a complaint with the GKNB, hoping to meet with General Kamchybek Tashiev, but this meeting did not take place. In response, the GKNB promised him that measures would be taken against their employee.
"After contacting the Main Internal Affairs Directorate, I filed a complaint with the Bishkek prosecutor's office, where the investigator canceled the previous ruling and reopened the criminal case. However, no investigative actions were conducted, as the accused did not show up for questioning, citing being busy. As a result, the case was suspended again. I contacted the General Prosecutor's Office, and my complaint was forwarded to the city prosecutor's office, where the case was again suspended," he reported.Kanbekov also noted that he filed another complaint with the General Prosecutor's Office, after which the case was transferred to the Lenin District Prosecutor's Office in Bishkek. There, a criminal case was initiated, but the Department of Internal Affairs closed the case again without notifying him.
"In December 2025, I filed a complaint with the General Prosecutor's Office of the Kyrgyz Republic against the investigators and prosecutors. The complaint was accepted and forwarded to the city prosecutor's office, from where it ended up back at the Lenin District Department of Internal Affairs, and no investigative actions were taken," the victim added.Additionally, Aziz and Kairat offered him an apartment in a building under construction as partial repayment of the debt, but this property lacks the necessary documents. The permits only pertain to the construction of a five-story building, while they offered Kanbekov an apartment on the seventh floor.
"Almost three years have passed, and the guilty parties have not been punished, and the damage has not been compensated. I urge the relevant authorities to respond to the situation and take the necessary measures in accordance with the law," Kanbekov concluded.
