The personal identification number for female citizens of Kyrgyzstan starts with the digit 1, while for male citizens it starts with the digit 2.
The current version of the law provides for circumstances under which citizens can change their PIN assigned at birth. The Ministry of Digital Development proposes to clarify that "the procedure for assigning and changing the personal identification number is determined by the Cabinet of Ministers." This innovation is aimed at speeding up the process of making changes to the PIN.
However, this proposal raised a number of questions among deputies. Dastanbek Jumabekov inquired whether this would create new powers for the Cabinet in changing citizens' personal identification numbers.
“What if a citizen wanted to change their status? There are already examples in the world where women become men and men become women. If someone decides to legally formalize their transition, could it happen that the Cabinet could change the PIN at its discretion?” asked the deputy.
Nursultan Kubanov responded that “a man cannot become a woman, and a woman cannot become a man.”
Earlier, while discussing this draft law, the Deputy Director of the State Institution "Kyzmat," Ernes Dosaliev, noted that there was a case in the republic where a man became a woman and requested an urgent solution regarding his PIN.
