Registry of Controlled Persons. The KR Requests Russia to Simplify the Exit Procedure from It

On January 22, the Deputy Minister of Foreign Affairs of the Kyrgyz Republic, Almaz Imangaziev, participated in the first meeting of the Deputy Ministers of Foreign Affairs of Central Asia and Russia, which took place in Moscow.

This meeting was organized at the initiative of the Russian colleagues and aimed at discussing the mechanism for implementing the Joint Action Plan for 2025-2027. This plan was adopted at the second summit of "Central Asia – Russia," which was held in Dushanbe on October 9, 2025. The negotiations also involved deputies from various federal ministries and agencies of Russia.

In his speech, Imangaziev emphasized the Kyrgyz Republic's commitment to strengthening and expanding cooperation with Russia within the framework of the "Central Asia – Russia" format on all issues of the regional agenda. He highlighted that allied relations require enhancing regional security, expanding trade, economic and investment cooperation, developing transport infrastructure, and strengthening cultural ties.

In the context of the initiative by the President of Kyrgyzstan, S.N. Japarov, to eliminate barriers hindering trade development and the free movement of citizens, the Deputy Minister noted the importance of the migration agenda.

During the event, there was also a separate meeting between Imangaziev and a representative of the Migration Service of the Ministry of Internal Affairs of Russia, during which issues related to the entry and employment of Kyrgyz citizens in Russia were discussed.

In particular, the issue of the difficulties faced by citizens included in the registry of controlled persons when trying to be removed from this list was raised. Due to the lack of a clear regulated mechanism, they experience significant problems. In this regard, a request was made to consider the possibility of establishing a normative procedure for removal from the registry without the need to leave Russia.

Additionally, in light of the launch of a pilot project for digital migration accounting for visa-free labor migrants in Moscow and the Moscow region, the importance of its expansion to other major cities of the Russian Federation was discussed.
