As part of the implementation of President Sadyr Japarov's directive to attract investments in the energy sector, on February 25 and 26, 2026, Minister of Energy Talaybek Ibraev made a two-day working trip to the Naryn region. During the visit, he familiarized himself with the operations of several energy facilities, as reported by the ministry's press service.
First and foremost, the minister visited the construction site of the Kulanak Hydroelectric Power Station with a capacity of 100 MW, which is being built in Naryn. The timelines for the project implementation and the technical aspects of its execution were discussed. The chief engineer of the HPP, Asylbek Sariyev, provided information on the current progress of construction, completed works, and upcoming plans. The Kulanak HPP is expected to be commissioned in 2027.
Ibraev urged responsible parties to ensure the quality and timely completion of all construction works in accordance with the established schedule.
Currently, the following works are being carried out:
the construction of a rock-fill dam, concrete spillways, a water intake channel, and a concrete wall of the channel;
installation of steel pipes and equipment for the turbine unit;
construction of a drainage channel, shore protection structures, and reinforced concrete structures for the lower part of the station building.
Additionally, during the working trip, the minister reviewed the condition of facilities built under the "Upper Naryn Cascade" project, the implementation of which was suspended for several reasons. Discussions were held with the leadership of energy companies regarding the possible resumption of the project and attracting investments.
Furthermore, Minister Ibraev and the General Director of JSC "NESC" Ilgiz Sydygaliev held a meeting with the employees of the Naryn Electric Networks Enterprise.
During the meeting, key production-financial and technical issues were discussed, including:
- the state of accounts receivable and measures to reduce it;
- development of the automated commercial accounting system (ACAS);
- production indicators of reinforced concrete products;
- efforts to reduce emergency outages;
- strengthening safety requirements during repair works;
- measures to combat corruption;
- implementation of the SCADA system for the digitalization of dispatch activities;
- upgrading production infrastructure and progress of new construction works;
- construction of a service and utility building for the employees of the 35/10 kV "Dodomol" substation, as well as a warehouse and garage for the electric networks section in the Kochkor district.
As a result of the meeting, the minister defined specific tasks to enhance the reliability of energy supply, accelerate digitalization, reduce accounts receivable, and improve production discipline and safety.
