Mars Sariyev: State Visit to Pakistan Goes Beyond Traditional Diplomacy

The visit of the President of Kyrgyzstan, Sadyr Japarov, to Pakistan has become a landmark event that goes beyond the usual diplomatic practice. As noted by political scientist Mars Sariev in an interview with IA "Kabar," this event opens a new page in the relations between Central and South Asia. Kyrgyzstan now has a chance to strengthen its positions in transportation, energy, and education, as well as improve security in the region through cooperation between intelligence agencies.

The political scientist emphasized that high-level negotiations have marked new horizons for bilateral cooperation, differing from traditional approaches. For the first time in a long while, the parties have shown readiness to implement long-term projects that could radically change existing models of interaction.

Despite the geographical proximity of Kyrgyzstan and Pakistan, the complex terrain and mountain ranges hinder trade. However, with the development of new transport and logistics corridors, this obstacle is becoming less significant. In particular, the railway route Torugart – Kabul – Peshawar looks promising, as it could become a link between the markets of Pakistan and China.

Sariev also highlighted the importance of the China-Pakistan Economic Corridor and the QTTA agreements. This creates an opportunity for Kyrgyzstan to access the ports of the Indian Ocean through Pakistani transport networks, which could significantly enhance the country's export potential, reduce logistics costs, and strengthen economic integration in the region.

Improving transport infrastructure could contribute to an increase in trade turnover between the two countries. Kyrgyzstan and Pakistan will be able to take advantage of each other's transit capabilities. While Pakistan currently imports mainly beans, dried fruits, and tanned leather, Kyrgyzstan exports rice, tea, and textiles to the Pakistani market. With convenient logistics, trade volumes could significantly exceed the current $16 million by the end of 2024.

Furthermore, Sariev noted that the visit to Islamabad emphasized the importance of energy cooperation. With the launch of new hydropower plants in Kyrgyzstan, the power transmission line under the CASA-1000 project will be ready to export surplus capacities.

"Kyrgyzstan remains a relevant participant in the regional electricity export system. The launch of new power transmission lines and the development of geo-energy integration open opportunities for the supply of green electricity to Pakistan, which could become a significant source of long-term income for our country," he added.

The political scientist also focused on security issues and the need to overcome a number of threats. Stability in the region is a key factor for development, especially when it comes to large infrastructure projects and transport and logistics corridors that alter the geopolitical situation.

"The transfer of experience, joint training, and consultations on border security and countering extremism can also become strategically important areas of cooperation," Sariev noted.

The complex situation on the Afghan-Pakistani border, known as the Durand Line, poses a clear threat to the security of the entire Central region. Any escalation of conflict in this area could lead to instability on the southern borders of Central Asia, affecting Kyrgyzstan's interests.

In this context, regular consultations between Central Asian states and Pakistani intelligence services in the "C5+1" format could become an important tool for crisis prevention and rapid response. Such an approach will enhance the level of coordination, allow for the exchange of threat assessments, and strengthen joint efforts to maintain peace and stability in the region," concluded Sariev.

Sariev pointed out that increasing trade turnover, developing joint projects, opening the Pakistani market for Kyrgyz goods, and expanding educational and technological initiatives are real directions that are already being discussed at the government level.

However, to implement these ambitious plans, comprehensive work on logistics, infrastructure, customs mechanisms, and the investment climate is necessary.
