The visit of the President of the Russian Federation, Vladimir Putin, to Kyrgyzstan has become a significant event for strengthening relations between the two countries. As noted by expert Toktobek Ryskulov in an interview with the "Kabar" agency, such a level of visit indicates the highest form of diplomatic relations and occurs only once during a presidential term, emphasizing the strategic importance of the partnership between Bishkek and Moscow.
Ryskulov emphasized that this visit opens new horizons for cooperation, covering many aspects, including the economy, migration policy, defense, education, and integration in the Eurasian space.
Economic cooperation will be one of the central topics of discussion. A number of new agreements aimed at developing investment projects, industrial cooperation, and improving logistics processes are expected to be signed.
Particular attention will be paid to work within the framework of the Eurasian Economic Union, as Kyrgyzstan has repeatedly raised the issue of barriers hindering the free movement of goods and transport flows. The president's visit provides an opportunity to discuss these issues at the highest level and find systemic solutions," Ryskulov added.
In addition, the expert considers it important to address migration policy and the protection of the rights of Kyrgyz citizens working in Russia during the visit.
Discussing migration aspects at the level of presidential negotiations could lead to specific agreements aimed at simplifying procedures and improving the legal protection of migrants, according to Ryskulov.
Among the topics to be discussed will also be strengthening cooperation within the CSTO. In the context of increasing international tension, security will become one of the key issues. The discussion of the activities of the Collective Security Treaty Organization, its possible reform, and coordination of actions of states in response to threats will be in the spotlight.
Moreover, an important point will be the appointment of a representative from Kyrgyzstan to the position of Secretary General of the CSTO, which will enhance the country's role in decision-making and provide an opportunity to propose modernization of the organization's structure," he noted.
Furthermore, the president's visit will contribute to strengthening interaction in the field of education and culture, which will enhance humanitarian dialogue. In recent years, cooperation in these areas has significantly intensified, including joint university projects and student exchanges.
As a result of the visit, an expansion of educational quotas, the launch of new scientific and educational initiatives, and deepening cultural interaction can be expected. In addition to bilateral issues, integration processes within the EAEU, CIS, and SCO will be discussed at the CSTO meeting. The effectiveness of Eurasian structures requires political consensus, and the visit has become a suitable platform for aligning positions," Ryskulov added.
The expert concluded that the state visit creates an opportunity for Kyrgyzstan to clearly outline its priorities and gain support on a number of pressing issues. In turn, Russia reaffirms its commitment to long-term strategic partnership with Kyrgyzstan in the context of a changing international environment. The results of the visit are expected to be an important step towards strengthening allied relations, expanding economic cooperation, and enhancing Kyrgyzstan's role in regional integration processes.
