
During an extended meeting at "Yntymak Ordo," Russian President Vladimir Putin noted that under the leadership of Sadyr Japarov, Kyrgyzstan demonstrates stability and reliability as a partner. He emphasized that this is an important condition for further strengthening bilateral trade, economic, and investment relations.
Putin expressed gratitude to Japarov for the invitation and added that his visit coincides with preparations for the Collective Security Treaty Organization (CSTO) Council meeting.
“We highly appreciate Kyrgyzstan's efforts during its chairmanship in the CSTO. Russia will gladly take over this baton in 2026,” the Russian leader added.
Relations between Russia and Kyrgyzstan are developing based on strategic partnership, relying on mutual respect and consideration of the interests of both parties, as stipulated in the basic treaty on friendship and cooperation.
Putin also noted that Russian-Kyrgyz ties are under constant control, with a focus on key aspects of cooperation. At the end of the year, the leaders of the two countries will meet at the Supreme Eurasian Economic Council meeting and the traditional pre-New Year meeting of the CIS.
Discussing the agenda of the negotiations, Putin reported on the preparation of a programmatic joint statement aimed at deepening allied relations and strategic partnership, which will outline the main directions for further cooperation.
Additionally, a number of intergovernmental and interdepartmental agreements are planned to be signed in areas such as trade, economy, education, and migration.
Russia holds leading positions in trade and economic relations with Kyrgyzstan, where trade turnover increased by 13.6% last year, reaching a record $4.1 billion. In the first nine months of the current year, growth was another 17%, with nearly 97% of all payments made in national currencies. New formats for organizing mutual settlements are also being considered.
As for Russian investments, they are also growing and have already reached nearly $2 billion, with 1,700 enterprises operating with Russian participation. Putin noted that investor confidence is linked to the positive dynamics of Kyrgyzstan's domestic policy.
“We are pleased to note that the republic under your leadership remains a stable and reliable partner,” Putin added.
The intergovernmental commission is focused on implementing a comprehensive cooperation program for 2022-2026. Leading Russian oil and gas companies continue to supply Kyrgyzstan with natural gas and petroleum products.
The Russian side sees significant potential for expanding cooperation in peaceful nuclear energy, the construction of solar and wind power plants, as well as in the digital economy. More than 80 entities from the Russian Federation and all 7 regions of Kyrgyzstan are actively involved in the transport and logistics sector, with regular bilateral conferences being held.
In October 2024, the Days of Kyrgyz Culture in Russia were successfully held, and this autumn, the Days of Russian Culture in Kyrgyzstan are expected. Putin emphasized the importance of supporting the Russian language, which has official status in the republic.
In 2023, a major joint project began for the construction of nine secondary schools with instruction in Russian, with the first three planned to open by September 1, 2027. Under the "Russian Teacher Abroad" program, 157 Russian teachers are working in 42 schools in Kyrgyzstan.
Cooperation in the field of security also remains a focus, and the Russian military base located in the republic plays a key role in ensuring regional stability. The parties are coordinated within international organizations such as the EAEU, CSTO, CIS, and the UN.
Putin expressed readiness for close cooperation during Kyrgyzstan's chairmanship in the Shanghai Cooperation Organization, which began in September. “Today we will be able to thoroughly examine all aspects of our bilateral agenda and outline directions for deepening cooperation,” he concluded.
It is worth noting that the President of Russia arrived on a state visit to Kyrgyzstan on November 25, and on November 26, the leaders of the two countries will discuss current issues and further strengthening of cooperation in the spirit of strategic partnership.
There are also plans to sign a number of bilateral documents.
