At the meeting of the Jogorku Kenesh on March 4, the deputy emphasized that many residents of the capital are very concerned about issues related to animal treatment.

Kozhokulova raised a number of questions: "How lawful are the actions of 'Tazalyk' regarding the shooting of stray dogs? Why are huge sums — from 4 to 7 million soms — allocated from the city budget every year for these purposes? Why are these funds not used for sterilization or the creation of shelters?" She urged members of the city kenesh to pay attention to this barbaric approach to animals and strongly recommended that the Bishkek Prosecutor's Office conduct an investigation into the actions of local services. The deputy noted that such measures constitute cruelty to animals, which, according to Article 163 of the Criminal Code, entails criminal liability.

Kozhokulova also asked the General Prosecutor's Office to consider this issue within its authority.
