Vice Mayor of Bishkek Ramiz Aliyev commented on the shooting of dogs in Novopavlovka

At a meeting of the Environmental Council, the Vice Mayor of the capital, Ramiz Aliyev, shared his opinion on the recent incident involving the shooting of dogs in the MTU "Novopavlovka," informing 24.kg that this case has sparked significant public response, and the mayor's office has received numerous appeals from city residents.

“I have reviewed the video that has become the subject of discussions among residents. I plan to visit the scene of the incident soon, although my colleagues have already conducted an inspection,” he noted.

According to Aliyev, the authorities are preparing new regulations regarding the maintenance of pets.

In Bishkek, there are more than 20 addresses where apartments and private houses house between 40 to 50 animals. In one case, a house had over 120 dogs.

“Some call such people 'Plushkins,' while others refer to them as animal rights activists. But look at the conditions these dogs are in. They suffer from hunger and may even eat each other. Neighbors living nearby also experience discomfort, and the issue of dog shootings remains relevant,” the Vice Mayor added.





Aliyev acknowledged that shooting dogs is an inhumane method of solving the problem, and that more humane approaches, including the establishment of shelters, are used in European countries. At a meeting with representatives of animal rights organizations, new rules for handling animals were discussed.

Among the proposals was the establishment of a ban on dog fighting, the designation of areas for walking dogs, and the limitation of the number of animals that can be kept in apartments and private homes.

“In an apartment, one or two dogs can be kept; in a private house, a few more. However, clear limits need to be established,” the Vice Mayor explained, adding that the initiative has received mixed reactions from residents.

He also advocated for mandatory registration of pets, vaccination, and control over their breeding. The growing number of stray dogs, according to him, is linked to the irresponsible behavior of owners who abandon their pets.

Additionally, Aliyev mentioned the dog market near the Osh market, where, according to his data, up to 50 puppies per week remain unsold and end up on the streets, leading to their presence in urban areas.

The municipal enterprise "Tazalyk" is engaged in the capture of dogs upon requests, primarily in areas where schools, kindergartens, and other public places are located. The city records several cases of bites per day.


The value of an animal's life is undeniable, but the life of our citizens, especially children, is of equal importance.

In this regard, it is proposed to introduce mandatory registration of pets.

“If you are a city resident and have acquired a pet, you are required to register and vaccinate it,” Aliyev emphasized, adding that he himself has a dog.

There is also a consideration for creating a temporary isolation facility for animals, where they can stay for three to five days while waiting for their owners or new owners.

However, according to Ramiz Aliyev, it is currently impossible to completely abolish the shooting of dogs.

“That would be impractical. Conditions for registration, shelters, and vaccination should be created. These measures are real steps towards solving the problem,” he noted.

When asked about the legality of shooting with firearms on private property, Aliyev added that law enforcement agencies have already assessed the specific incident.

It is reminded that in Novopavlovka, employees of the municipal enterprise "Tazalyk" carried out a shooting of animals right in the yard of one of the residents. Representatives of law enforcement, animal rights activists, and the neighborhood watch arrived at the scene.
