
The municipal enterprise "Tazalyk" clarified the situation regarding the shooting of dogs in the village of Novopavlovka, which took place at 9 Mira Street. This decision was made in response to numerous complaints from local residents and based on the instructions of the Lenin District Administration of Bishkek, as well as a telegram from MTU No. 106 dated February 11, 2026, No. 01-13/5.
According to the Bishkek mayor's office, there were about 30 dogs and over 50 cats in this private household, which exceeds the permissible norms for keeping pets in the city (no more than 2 dogs and 3 cats per household).
Additionally, it was found that the animals did not have the required veterinary passports and certificates of preventive vaccinations, which violates existing regulations.
According to available data, employees of the MTU, internal affairs bodies, sanitary-epidemiological, and veterinary services visited the site more than 7 times, handing the citizen official notifications and warnings about the need to rectify violations and bring the keeping of animals in line with the legislation.
During the enforcement actions, the citizen exhibited aggression and actively obstructed the employees from performing their duties. Moreover, she released the dogs towards the workers, endangering their safety.
As a result of the threat that arose, a forced measure was taken — the shooting of one dog that posed an immediate danger. Other dogs were not shot.
It is worth noting that all actions were carried out without the presence of children and outsiders, as claimed in the circulated videos.
The Bishkek mayor's office and subordinate organizations acted in this case as an authorized body, strictly adhering to legislation, ensuring sanitary safety, and protecting public order in the area.
